...while more advanced overly sophisticated systems fail? Has America been too hasty in discarding

I assume you are talking about the EMP.



Any electronic device that has not been shielded and is turned on when the EMP hits will be fried. Since the military knows that, they shield stuff and have quick fixes if an EMP should happen.

Assuming you're alive after the blast, I don't see a reason why the older systems would not work, with that being said electronics don't fare up to well to the EMP, then again there are things to consider like what type of nuke and what attitude did the explosion did occur. I not a knowledgeable in nuclear warfare so just my 2 cents.
if by "would knives and melee weaponry work even if the ground had nuclear fallout on it" then... yes
